Does compressing an image permanently damage photo quality?

JPEG compression is lossy by nature, meaning some micro-details are discarded at lower quality levels. However, at 70%–85% quality, the difference is invisible to the human eye. PNG and WebP support lossless compression, so their quality is never degraded.

My compressed image is slightly larger than my target. Why?
